I would say that's a false statement, actually most DevOps are SysAdmins, just think about where are all those SysAdmins now, as a DevOps you're not going to write client facing apps or unit tests, which are crucial assets for a Dev. I totally agree with MaxZhang most of the tasks for DevOps are Ops related (pipelines, packaging etc)
