I've been involved in many projects and initiatives concerning platform teams vs. devops, and the core purpose of platform teams is to establish standards within an organisation, e.g. if you want to "enforce" that all teams/projects use the same CI/CD approach you're going to package maybe ARGO or Flux and give it as a service within your organization.
